People in this return often describe questions about authority. Whose approval am I still working for? What would I build if failure were allowed? Saturn return in Capricorn.

Saturn describes the work, not the outcome. Nothing on this page predicts events; it dates the stretch and says what it tends to ask.

Do I need my birth time?

No. Saturn moved about 3° across the whole of December 1961, so your day matters far more than your hour. Noon is used on this page; the free preview takes a time if you have one.
